3 Significant Changes in B.C. Budget 2024 That Will Impact Housing

On February 22, 2024, Finance Minister Katrine Conroy revealed the long-anticipated Budget 2024. It was a pivotal moment, especially for those looking to enter B.C.’s housing market or for those who are already invested.

 

One of the key announcements? The introduction of the B.C. Home Flipping Tax alongside some changes to property transfer tax exemptions. There is also good news for first-time buyers, with even more incentives on the table, and those eyeing presale properties as their future homes can also expect some added benefits.

New Higher First-Time Buyer Exemption

 

It’s no secret that Vancouver housing prices have shot upwards in recent years. Fortunately, thanks to the new property tax exemption that was recently announced, homeownership is now becoming more accessible than ever for residents. By raising the entry point for the First-Time Home Buyer’s Exemption from $500,000 to $835,000, the government has effectively made owning a home more attainable in this desirable city.

 

This exemption covers the initial $500,000 value of the property when 100% of the property transfer is eligible, which took effect on April 1st, 2024. Now there is the potential to save up to $8000, providing much-needed financial relief for many families looking to buy their first home.

 

This higher threshold will allow first-time buyers to explore a broader range of properties within Vancouver's competitive real estate market. This means you have even more options to choose from, increasing the likelihood of finding a home that meets both your needs and budget.


Newly Built Home Exemption

Are you dreaming of owning a brand-new home but feeling intimidated by property transfer taxes and other fees that go hand-in-hand with Vancouver living?

 

The Newly Built Home Exemption is going to open doors for potential homeowners like never before. Also effective from April 1, 2024, this game-changing update will boost the fair market value threshold for a full or partial exemption on newly built homes.

 

While previously capped at $750,000, the maximum now sits at a whopping $1,100,000. Yes, you read that right – more than a quarter-million-dollar increase, offering substantial financial relief for aspiring homeowners.

 

So what does this mean if your dream home's price tag falls just above this threshold? Don't worry, there’s still a way around it. A partial exemption is available for properties valued just above the threshold, with the phase-out range extending $50,000 beyond the exemption limit. In other words, you can still benefit from reduced property transfer taxes. Just keep in mind that this will gradually phase out as the property value inches closer to $1,150,000.

 

This is an incredible opportunity for anyone looking to buy a new property, as the dream of owning a newly built home is no longer out of reach. With both full and partial exemptions in place, you now have more flexibility and financial breathing room to make homeownership a reality.

The new B.C. Home Flipping Tax imposed a 20% tax on all rapid property turnovers, which may not be great news for anyone interested in flipping houses. This new tax will be effective starting January 1, 2025, but if you acquire property before the tax's commencement date, you could be required to pay the tax if you sell the property in less than 730 days.

Before making any moves, it's important to understand this tax and how it can affect your future investment ventures. This tax applies to both properties themselves and the transfer of contract assignments. It’s also an additional tax to any federal or provincial income taxes already applicable to property sales, including the federal anti-flipping tax.

 

The good news? There are exceptions for certain life events, like adding a rental unit to boost housing options. And while this tax might slow down the rate of house flipping by 1-2% over the next three years, it’s not expected to change much in terms of prices or how easy it is to find a home.

 

What it might do, though, is make some sellers think twice before listing their properties too soon. This could mean fewer homes on the market, potentially bumping prices up a bit.
